After bit of experimentation using a different mesh, I think the problem might be with the AC3D Texture Repeat/Offset function and not the MSH export script itself.
I tried the same thing using GMAX (yes, I know it's old but still works great) and exporting a textured repeated mesh from there and then importing it into AC3D using the MSH import script, and then using the AC3D MSH export script, re-exported it to MSH and it kept the texture repetition just fine.
So something is going on here.
