I just made a thin rectangle, and subed it, then went into vertex mode and selected each vertex and pulled it up or down.

i appreciate the suggestion, but that would take ages on the scale i am talking, i need something that can do it quicker

Ok then. How about Terragen. http://www.planetside.co.uk/terragen/ . I got it to look into having all my elevation grids pregenerated; and wow;... that file was big big big. but may suit your purposes well.
